It's going to be a little more work, but Rains County Commissioner Patsy Marshal says she and other county department heads believe the county's new cellphone policy will give employees flexibility while satisfying IRS requirements.

Marshall noted the policy will only affect county-owned cellphones and would rescind the previous policy of paying employees $35 per month to offset county calls made on personal cell phones.

"This policy will make us functional," said Marshall. "You'll have to log personal calls, not county calls, just personal calls and then pay for them." She then added, "And you'll have to pay for personal calls at the overage rates since we don't want personal calls to throw us over our pool of shared minutes."

Based on an example plan from Nextel, personal calls would be billed at the overage rate of 40 cents per minute. Marshall said the county was also looking at plans from People's Wireless.

The policy also adds parameters for "continued abuse" which Marshall clarified as "lots of personal use." The department head or elected official would be in charge of monitoring and reconciling the monthly reports.

The policy was passed in two parts, the first officially rescinding the current practice of paying employees $35 per month, which Gary Bishop opposed. Commissioners then unanimously approved the proposed policy.
