The Rains school district is bursting at the seams and they are looking to voters for the funds to expand. Yesterday, Superintendent David Seago showed Rains County Commissioners a photo of class meeting in the hallway of the school. The students sat behind portable shelving, a bulletin board hanging from a the hallway wall. It was stark proof that the district has simply run out of space for primary and elementary students. “The portable buildings are full. The cafeteria is full. We don’t have any more room,” said Seago as he outlined the district’s plan for financing a new K-2 campus and renovations at the field house. Seago told commissioner’s the district has split the bond package into two separate proposals. The first would cost around $14 million and build a new campus for primary students. The second proposal would be slightly more then $2 million and expand the athletic facilities by renovating the district’s field house. “We will use $2 million of cash from the permanent school fund to buy down the total cost,” said Seago, talking about the new construction proposal. That would reduce the cost to around $12 million. Seago noted that the state will also kick in matching funds starting in 2010/11, reducing the tax burden on local residents even further. However, some residents would not see any tax increase if the bond issue passes. Seago noted that taxes would not increase on homesteads where the tax rate was previously frozen. The bond issue will appear on the November ballot. Early voting begins October 20th. |
